
All bags and containers must meet the requirements of Pennsylvania Department of Environmental Protection's (PADEP) Permit Modification Condition # 3 dated July 16, 1984.
Friable Asbestos
'Friable' is asbestos containing materials that can be easily reduced to powder by hand, when dry. These will easily release asbestos fibers into the air, posing a health risk.
Examples:
Insulation, broken plaster, low density boards soft ceiling tiles, textured paints & coatings, gaskets, vinyl floor backings or sheet underlay, other damaged & crumbling asbestos containing waste
Friable Asbestos requires submission of a Form U prior to disposal. see links to required documents below. Before transporting, friable asbestos must be wet down, sealed in ≥12 millimeters of plastic or 6 millimeters + sealed drums of solid construction (or another DEP approved containment method), & clearly labelled "Asbestos" or "Asbestos-containing Waste".
Non-Friable Asbestos
'Non-Friable', or bonded asbestos is firmly bound in the matrix of the material. These materials are unlikely to release asbestos fiber into the air if they are left undisturbed and pose a lower risk to health.
Examples:
Asbestos-containing vinyl floor tiles, cement sheets, roofing shingles, pipes, or siding
If any of these are damaged such that they crumble in one hand, release particles, or are mixed with loose particles, they are friable, use the friable asbestos procedure.
Non-Friable asbestos can be disposed of at NTSWA's Bradford County Landfill. It may also be disposed at NTSWA's Tioga County Landfill, only if it is construction/demolition waste.
Be sure to wet it down, double bag it, tie off or seal the bags, or contain in a similar fashion.
