Tire Pile Remediation and Recycling Project

Regional Tire Processing

The NTSWA owns and operates tire shredding equipment primarily at our site in West Burlington Township, Bradford County, Pennsylvania.  Tires are accepted from our service area, processed and used for civil engineering functions in and around our landfill site.  Tires are accepted by the piece in small quantities and larger truckload quantities are assessed a per ton fee.

Tire Pile Cleanups

The NTSWA has participated in several tire pile cleanups in north central Pennsylvania.  These cleanups reduce unwanted illegal dumping and hazards associated with tire piles.  Below is a description of a project conducted by NTSWA. 

Harry Frank Tire Pile Cleanup - Background

The Harry Frank Tire Pile is located in Athens Township, Bradford County. The site is an old quarry that Harry exhausted. Once exhausted, Harry began to accept waste tires and miscellaneous waste for disposal. Over a period of time, Harry collected an estimated 400,000 to 1,000,000 tires.  Estimating the true number of tires at the site was very difficult.

Due to Harry's age and failing health, the Township did not pursue clean-up actions. However, upon Harry's passing the Township immediately contacted the estate to initiate clean-up actions. The estate responded that Harry was broke--there was no money available to clean-up the site. Hence, Frank's Tire Pile was put on the Statewide Tire Pile Action List.

Funding

The NTSWA applied for grant money through "The General Appropriations Act of 1997," on behalf of Athens Township for the Harry Franks Tire Pile. The NTSWA successfully secured grant monies under Act 101 for most of the remediation. 

The Shredder of Choice

An Extec Shredder was purchased to complete the operation.

Project Accomplishments

The NTSWA removed over 750,000 tires from this site, alleviating the worst of the site hazards.  These tires were shredded and used at the NTSWA Landfill site for various civil engineering functions and select fill. 

Other Projects

The NTSWA continues to work with various area municipalities to identify and cleanup tire piles.  Several other projects, smaller in scale than the Harry Frank's project described above, have been accomplished with the same success. 

Future Plans

NTSWA plans are to explore other functions for the shredded tires at the landfill such as pipe bedding, trenching, roads, and fill.  Screening operations may help to remove the wires from the tires and aid in producing a more refined product which may be used for other applications like playgrounds.
